Understanding corruption, and what it takes to fight it

Corruption is often deemed to be one of the greatest impediments to development. Whether it is collusive corruption, where the parties involved are willful participants who collude and short-circuit the system through their corrupt act, or whether it is coercive corruption, where there is a distinct victim, it is the nation’s progress that is hindered. And when corruption becomes a systemic issue and begins to be recognized as a cultural rather than a behavioral phenomenon, finding an appropriate response either from the state or its people is that much more complex. While media attention that some of the ‘high-profile’ scams receive prompts the government to form committees for examining and investigating matters, however needless and ineffective they may be, it is a serious concern that hardly any steps are taken to control the kind of corruption, where relatively small amounts of money or resources are diverted or siphoned off on a regular basis, day after day. Before evolving a response to corruption, it is important to understand what corruption exactly means and gauge how it adversely impacts development.
